Rural areas in northern China have long struggled with winter heating. While traditional coal-based heating is cheap, it causes severe air pollution and conflicts with the nation’s carbon peak and carbon neutrality goals. In recent years, the government has promoted ‘coal-to-gas’ and ‘coal-to-electricity’ initiatives, yet challenges persist—including insufficient gas supply, high electricity costs, and difficulties in equipment maintenance—leaving some households unable to afford or hesitant to adopt these alternatives. To address this dilemma, a multi-pronged approach is essential: first, promote clean heating technologies tailored to local conditions, such as air-source heat pumps, biomass energy, and solar-assisted electric heating, balancing affordability and sustainability; second, improve subsidy policies by providing ongoing operational support for low-income households rather than just one-time equipment grants; third, strengthen infrastructure by expanding power grids and natural gas pipelines; and fourth, implement building energy efficiency upgrades like wall insulation and sealed windows to reduce heat loss. Public awareness campaigns are also crucial to increase rural residents’ understanding and acceptance of clean energy. Only through integrated, targeted measures can northern China’s rural communities achieve both warm winters and green development.
华北农村长期面临冬季取暖难题,传统燃煤取暖方式虽成本低,但污染严重,不符合国家“双碳”目标。近年来,政府大力推广“煤改气”“煤改电”工程,但在实际推进中仍存在气源不足、电价高、设备维护难等问题,导致部分农户“用不起、不敢用”。破解这一困局,需多措并举:一是因地制宜推广清洁取暖技术,如空气源热泵、生物质能、太阳能+电辅热等,兼顾经济性与环保性;二是完善补贴政策,对低收入农户给予持续性运行补贴,而非仅一次性设备补助;三是加强基础设施建设,提升电网和燃气管网覆盖能力;四是推动建筑节能改造,通过墙体保温、门窗密封等措施降低热损耗。此外,还需加强宣传引导,提升农民对清洁能源的认知与接受度。只有系统施策、精准发力,才能真正实现华北农村温暖过冬与绿色发展的双赢。
