It calls for improved access to cultural and sports facilities, supporting grassroots trade unions in building multi-functional venues. Enterprises are encouraged to incorporate cultural and sports consumption into employee welfare programs—such as issuing vouchers or organizing group activities—to boost engagement. The guidelines also emphasize extending public cultural and sports resources to industrial workers and new forms of employment (e.g., gig workers). Additionally, the initiative promotes digital transformation by developing online cultural and sports services, creating integrated offline-online consumption scenarios. This move not only enriches workers’ leisure lives and improves their physical and mental well-being but also stimulates domestic demand and supports a high-quality cultural and sports consumption ecosystem.
