In recent years, some schools have required parents to take turns ‘standing guard’ at school gates to help maintain order and ensure student safety. While this practice may appear to enhance home-school cooperation on the surface, it actually blurs the boundary of school safety responsibilities and unreasonably shifts duties that legally belong to the school onto parents.According to regulations such as the ‘Safety Management Measures for Primary and Secondary Schools and Kindergartens,’ schools—as educational institutions—bear statutory responsibility for the safety of students on campus. This includes ensuring safety related to both on- and off-campus educational activities, a duty that cannot be waived or transferred simply because parents participate. Requiring parents to stand guard lacks legal basis and may even introduce new safety risks due to parents’ lack of professional training. Moreover, many parents already face demanding work schedules. Mandating or indirectly pressuring them into volunteer duty not only increases family burdens but can also fuel tensions between families and schools. Genuine home-school collaboration should be voluntary, reasonable, and complementary—not achieved at the expense of parental rights to compensate for insufficient school security resources. Therefore, education authorities must clearly define schools’ primary responsibility for safety and standardize campus safety management systems—by employing trained security personnel, improving surveillance infrastructure, and conducting regular emergency drills—rather than relying on unpaid parental ‘guard duty.’ Only in this way can a truly safe, orderly, and professional school environment be established.
