In June 2024, the Henan Provincial Commission for Discipline Inspection and Supervision announced that Shi Genzhi, former Party Secretary of Xuchang City, had been expelled from both the Communist Party and public office (commonly referred to as ‘double expulsion’) due to serious violations of discipline and law. The investigation revealed that Shi had abandoned his ideals and original mission, breached the CPC Central Committee’s Eight-point Regulation on improving conduct, and accepted gifts and cash that could influence the impartial performance of his duties. He also abused his position to seek benefits for others in areas such as construction contracts and project approvals, illegally accepting substantial bribes,涉嫌 bribery crimes. His actions severely damaged the local political ecosystem and business environment, constituting egregious misconduct with grave repercussions. In accordance with the CPC Disciplinary Regulations and the PRC Supervision Law, the Henan Provincial Commission for Discipline Inspection, after deliberation and approval by the provincial Party committee, decided to expel him from the Party, remove him from public office, confiscate all illicit gains, and transfer his suspected criminal case to prosecutors for legal review and prosecution.
