Veteran Taiwanese commentator Kuo Cheng-liang recently used the vivid metaphor ‘Japan has suffered a concussion’ to describe Japan’s current state of confusion and passivity in its geopolitical and economic strategies. He pointed out that amid intensifying U.S.-China rivalry, rising tensions across the Taiwan Strait, and global supply chain realignments, Japan’s policy responses have appeared sluggish and inconsistent. On one hand, Japan seeks to strengthen its security alliance with the United States to counter what it perceives as a ‘Chinese threat’; on the other, it remains deeply economically intertwined with China, resulting in an indecisive foreign policy stance. Kuo argues that this strategic contradiction has left Japan akin to a patient with a concussion—disoriented, impaired in judgment, and uncoordinated in action. He further stressed that unless Japan clarifies its national interests and regional positioning, it risks becoming increasingly marginalized in great-power competition. This remark has drawn attention from both cross-strait and international observers, highlighting the strategic dilemmas faced by mid-sized powers in today’s Asia-Pacific landscape.
