In recent years, as residents’ demand for winter comfort has grown, Hangzhou—a city traditionally outside China’s centralized heating zone—has begun exploring the feasibility of district heating. From late 2023 to early 2024, pilot programs in select newly built residential communities introduced centralized heating systems, signaling that the much-discussed notion of ‘Hangzhou finally getting central heating’ is gradually becoming a reality.Unlike northern cities that rely on municipal heat networks, Hangzhou’s approach typically employs clean-energy technologies such as distributed energy stations, air-source heat pumps, or gas-fired boilers, balancing environmental sustainability with energy efficiency. For instance, high-end residential projects in areas like Qianjiang New City and Future Sci-Tech City have already integrated localized heating infrastructure, allowing residents to opt in and pay based on actual usage.It’s important to note that centralized heating in Hangzhou remains in a pilot and market-driven phase, not yet implemented citywide. The local government encourages flexible, location-specific solutions and prioritizes new developments and high-density neighborhoods. This initiative not only addresses public expectations for improved living standards but also aligns with China’s national ‘dual carbon’ goals of peaking carbon emissions and achieving carbon neutrality.While citywide adoption may still take time, Hangzhou’s pioneering steps offer a promising model for addressing winter heating needs in China’s damp and chilly southern regions.
