Recently, China’s Ministry of Civil Affairs announced a series of measures aimed at optimizing the development environment for elderly care services and promoting high-quality growth of the elderly care system. Key policy initiatives include streamlining approval procedures for establishing elderly care facilities and lowering entry barriers; encouraging private sector participation in elderly care provision and supporting the development of privately-run institutions; strengthening the professional training and welfare guarantees for caregivers to build a skilled workforce; and advancing smart elderly care and integrated medical-care models through information technology to enhance service efficiency and quality. Additionally, the Ministry will increase support for elderly care services in rural and remote areas to narrow the urban-rural gap. These measures are designed to address the accelerating aging of China’s population and to build a coordinated elderly care system that integrates home-based, community-based, and institutional services with medical and wellness support, thereby enhancing seniors’ sense of gain, happiness, and security.
