According to an official notice from the Shenzhen Municipal Bureau of Housing and Urban-Rural Development, the subsidiary failed to strictly follow approved construction drawings and neglected required safety protocols during operations, breaching provisions of China’s ‘Regulations on Quality Management of Construction Projects’ and the ‘Work Safety Law.’ The penalty aims to strengthen oversight in the construction sector and reinforce corporate accountability for project quality and worker safety. As a major state-owned enterprise, CC4ED is expected to set industry standards; however, this incident highlights gaps in compliance and internal supervision among some of its subsidiaries. The company has stated it will fully cooperate with rectification efforts, hold responsible personnel accountable, and conduct comprehensive inspections across all ongoing projects to prevent recurrence.
