The third phase centers on long-term reconstruction and reconciliation, covering infrastructure rebuilding, accountability for war crimes, refugee repatriation, and psychosocial recovery programs.Zelenskyy emphasized that this plan does not entail unilateral concessions but is grounded in the principles of the UN Charter and international law, requiring Russia to first halt its aggression and withdraw its forces. He also urged Western allies to continue providing military, economic, and diplomatic support to strengthen Ukraine’s negotiating position. Although Russia has not yet responded positively, Kyiv hopes this structured proposal will help build international consensus and lay the groundwork for future peace negotiations.
