Under the rules, large enterprises must pay for goods or services within the timeframes stipulated in contracts and are barred from unjustifiably delaying payments, imposing unfair price reductions, or attaching unreasonable conditions. Enterprises that violate these provisions may face regulatory actions such as official warnings, public disclosure, credit penalties, or administrative fines. This policy reinforces the implementation of the ‘Regulations on Ensuring Payment of Accounts Receivable to SMEs’ and addresses real-world challenges faced by SMEs—such as difficulties in financing and slow cash recovery—thereby boosting their operational confidence and vitality. It also contributes to building a more trustworthy, transparent, and efficient market order, supporting high-quality economic development.
