Recently, Shanghai officially released the ‘Three-Year Action Plan for High-Quality Development of Advanced Manufacturing (2024–2026),’ aiming to accelerate the construction of a modern industrial system and drive the transformation of manufacturing toward high-end, intelligent, and green development. The plan focuses on key sectors including integrated circuits, biopharmaceuticals, artificial intelligence, new energy vehicles, and high-end equipment. It sets a target to maintain the share of industrial value-added in the city’s GDP above 25% by 2026 and to cultivate globally influential advanced manufacturing clusters.The action plan emphasizes strengthening enterprises as the main drivers of innovation, supporting leading firms in forming innovation consortia to tackle core technological challenges. It also calls for optimizing spatial industrial layout by developing high-level manufacturing hubs such as the Lingang New Area and the Yangtze River Delta Eco-Green Integrated Demonstration Zone. Additionally, Shanghai will deepen industry-education collaboration to nurture high-skilled talent and empower small and medium-sized enterprises through digital transformation, thereby enhancing the resilience and competitiveness of the entire industrial chain.This initiative not only reinforces Shanghai’s position as a national hub for advanced manufacturing but also provides a model and support for high-quality industrial development across the Yangtze River Delta and the broader country.
