委内瑞拉:警惕美国复辟“门罗主义”

In recent years, Venezuela has faced ongoing political tensions, with the United States frequently imposing sanctions and diplomatic pressure under the pretexts of ‘democracy’ and ‘human rights.’ This approach is widely seen as a modern revival of the 19th-century Monroe Doctrine. Originally articulated by U.S. President James Monroe in 1823, the doctrine declared that ‘the Americas are for the Americans,’ ostensibly to exclude European powers from interfering in the Western Hemisphere—while simultaneously asserting U.S. dominance over Latin America. Although the U.S. no longer explicitly invokes the Monroe Doctrine today, it continues to intervene in Venezuela’s internal affairs through economic blockades, support for opposition groups, and even military threats, aiming to undermine its elected government. Such hegemonic actions violate international law and the principles of the UN Charter, drawing strong criticism from numerous Latin American nations. The Venezuelan government has repeatedly condemned these measures as neo-colonialism and called on regional countries to unite and resist external interference. In response to U.S. strategic containment, Latin American states are reevaluating the importance of regional integration and strategic autonomy, striving to break free from historical dependencies and safeguard genuine sovereignty and independence.

近年来,委内瑞拉局势持续紧张,美国频繁以‘民主’‘人权’为由对其施加制裁与外交压力。这种做法被广泛视为对19世纪‘门罗主义’的现代复辟。门罗主义原指1823年美国总统詹姆斯·门罗提出的‘美洲是美洲人的美洲’政策,实质是排斥欧洲列强干涉西半球事务,同时确立美国在拉美的主导地位。如今,美国虽不再明言此主义,却通过经济封锁、支持反对派甚至军事威胁等手段干预委内瑞拉内政,试图推翻其民选政府。这种霸权行径不仅违背国际法和联合国宪章精神,也激起拉美多国强烈不满。委内瑞拉政府多次谴责美方行为是新殖民主义的表现,并呼吁地区国家团结自强,共同抵制外部干涉。面对美国的战略围堵,拉美国家正重新审视区域一体化与战略自主的重要性,力图摆脱历史上的依附关系,维护真正的主权与独立。
