美印贸易谈判为何会破裂

Recent U.S.-India trade negotiations have stalled, primarily due to irreconcilable differences on key issues. First, on tariffs, the U.S. has pushed India to lower import duties on American goods—such as agricultural products, medical devices, and smartphones—but India remains reluctant, citing the need to protect its domestic manufacturing and agricultural sectors. Second, digital taxation and data localization policies have emerged as major sticking points. U.S. tech companies oppose India’s requirement that user data be stored locally, arguing it raises operational costs and restricts market access; India, however, emphasizes data sovereignty and national security. Additionally, while India seeks greater inclusion in the U.S.-led Indo-Pacific Economic Framework (IPEF), Washington has been cautious about offering meaningful market access concessions, leaving New Delhi feeling sidelined. Longstanding disagreements also persist over intellectual property rights, pharmaceutical patents, and services trade. Although both sides recognize the strategic importance of deepening economic ties, a lack of mutual trust and flexibility on concrete trade-offs has repeatedly derailed talks. Reviving negotiations may require high-level political engagement and more pragmatic, compromise-oriented strategies.
