Activating a Level IV response indicates that the anticipated weather event is expected to affect a relatively wide area and pose significant risks, warranting proactive preparedness measures. Under this protocol, meteorological departments at all levels will enhance monitoring and forecasting, issue rolling weather alerts, and coordinate closely with emergency management, water resources, and natural resources agencies to ensure timely information dissemination and effective risk mitigation.The public is advised to closely follow the latest forecasts and warnings issued by local meteorological observatories, avoid high-risk areas such as mountains and riverbanks during heavy rainfall, and take necessary precautions. This emergency response reflects China’s disaster prevention principle of ‘people first, life first,’ aiming to minimize casualties and property damage to the greatest extent possible.
