The use of unverified, non-disinfected, or potentially hazardous recycled materials—such as reclaimed fibers, waste cotton, or shredded used clothing—is strictly forbidden. Companies violating this regulation face penalties including product recalls, fines, and even revocation of manufacturing licenses.Regulators emphasized that some small workshops and unscrupulous manufacturers previously cut costs by using discarded garments or even medical waste to produce so-called ‘blackheart cotton’ for bedding. Such practices pose serious hygiene risks and may cause skin allergies or respiratory issues. This new rule reinforces China’s Product Quality Law and Consumer Rights Protection Law and represents a decisive step against the ‘blackheart cotton’ problem.Consumers are advised to purchase bedding from reputable brands, check product labels for filling material information, and retain receipts. Suspected violations can be reported via the 12315 consumer protection platform. The regulation will take effect on October 1, 2024, and is expected to significantly improve overall product quality in the bedding industry.
