Recently, the Guangzhou Futures Exchange (GFEX) announced its active efforts to advance the development of weather derivatives. As China’s fifth futures exchange, GFEX has focused since its establishment on supporting the nation’s green development strategy and the construction of the Guangdong-Hong Kong-Macao Greater Bay Area by exploring innovative financial instruments. Weather derivatives are financial contracts based on meteorological indices such as temperature, precipitation, and wind speed, enabling industries like agriculture, energy, transportation, and tourism to hedge against operational risks caused by extreme or abnormal weather. For instance, agricultural firms can use temperature-index futures to receive compensation in case of crop losses due to unusually cold weather, while power utilities can manage hydroelectric output volatility through rainfall-based derivatives. GFEX’s initiative not only enhances China’s risk management market infrastructure but also strengthens the real economy’s resilience to climate uncertainty. While global markets like the Chicago Mercantile Exchange (CME) already offer mature weather derivative products, China is still in the early stages. GFEX plans to design locally relevant contracts aligned with China’s unique climate patterns and industrial needs, collaborating closely with meteorological agencies to ensure scientific and practical contract specifications. This move marks a significant step forward in China’s climate and green finance development and lays the groundwork for future carbon and environmental rights-related derivatives.
近日，广州期货交易所（广期所）表示，将积极推动天气衍生品的研发工作。作为我国第五家期货交易所，广期所自成立以来聚焦服务国家绿色发展战略和粤港澳大湾区建设，积极探索创新型金融工具。天气衍生品是一种以气温、降水、风速等气象指标为标的的金融合约，可帮助农业、能源、交通、旅游等行业对冲因极端或异常天气带来的经营风险。例如，农业企业可通过购买温度指数期货，在遭遇异常低温导致作物减产时获得补偿；电力公司则可利用降雨量衍生品管理水电发电波动风险。广期所此次推动天气衍生品研发，不仅有助于完善我国风险管理市场体系，也将提升实体经济应对气候不确定性的能力。目前，全球已有包括芝加哥商品交易所（CME）在内的多个成熟市场开展天气衍生品交易，而中国尚处于起步阶段。广期所计划结合国内气候特征与产业需求，开发具有本土适用性的产品，并加强与气象部门的数据合作，确保合约设计科学合理。此举标志着我国在气候金融和绿色金融领域迈出重要一步，也为未来碳金融、环境权益类衍生品的发展奠定基础。
