In June 2024, the Shandong Provincial Commission for Discipline Inspection and Supervision announced that Xi Yan, former member of the Standing Committee of the Shandong Provincial Committee of the Chinese People’s Political Consultative Conference (CPPCC) and former director of its Committee on Culture, History, and Study, was expelled from both the Communist Party and her public position—a disciplinary measure commonly known as ‘double dismissal.’ The investigation found that Xi had abandoned her ideals and original mission, violated the CPC Central Committee’s Eight-point Regulation on improving conduct, and accepted gifts and cash that could influence the impartial execution of her duties. She also abused her position to seek benefits for others in project contracts and fund disbursements, accepting massive bribes in the process, thus涉嫌 (suspected of) committing bribery offenses. As a senior official at the department-director level (zhengting ji), Xi should have upheld integrity and discipline but instead knowingly violated Party rules and laws. Her actions severely damaged the Party’s image and credibility. Her case has now been transferred to prosecutors for legal review and potential criminal prosecution. This case once again underscores the Chinese Communist Party’s unwavering commitment to comprehensive and strict governance over the Party and its firm resolve to combat corruption.
