As the 14th Five-Year Plan draws to a close, a Deputy Governor of the People’s Bank of China recently reflected on the achievements and lessons learned in fintech development over this pivotal five-year period. He noted that during the 14th Five-Year Plan (2021–2025), China’s fintech sector adhered to core principles of ‘innovation with integrity, security and controllability, inclusive benefits for the public, and open collaboration.’ This approach has driven deep integration between finance and technology, significantly enhancing the efficiency, accessibility, and inclusiveness of financial services. Breakthroughs have been made in areas such as digital RMB pilots, financial data governance, regulatory technology (RegTech), and green fintech. Through improved top-level design, strengthened legal frameworks, and enhanced risk management, the central bank has effectively guided the healthy and orderly growth of fintech. Looking ahead, the Deputy Governor emphasized the need to continue leveraging technological innovation to drive high-quality financial development, deepen international cooperation, and responsibly apply cutting-edge technologies like artificial intelligence and blockchain in finance—ultimately contributing to a safer, more efficient, and sustainable modern financial system.
