National-level investment vehicles such as the China SME Development Fund, the National Green Development Fund, and the China Integrated Circuit Industry Investment Fund are acting as the ‘national team’ of venture capital, upgrading their strategies through institutional innovation and ecosystem collaboration to mobilize more private capital toward future-oriented industries.Their upgraded approach manifests in three key ways: first, extending investment horizons—with some sub-funds now exceeding 15-year lifespans; second, enhancing post-investment support by integrating technology, talent, and policy resources to nurture portfolio companies; and third, leveraging public funds to catalyze private co-investment through mother-fund structures that amplify fiscal impact. For instance, the China SME Development Fund has established over 30 sub-funds with total commitments exceeding RMB 100 billion, primarily targeting specialized, sophisticated, and innovative ‘Little Giant’ enterprises. This ‘quality-over-speed’ strategy not only eases early-stage financing bottlenecks for tech startups but also reshapes China’s venture capital ethos—shifting from quick exits to long-term partnership and shared success.
