新能源汽车废旧动力电池新规来了

Recently, China’s relevant authorities issued the ‘Administrative Measures for the Recycling and Utilization of Spent Power Batteries from New Energy Vehicles (Trial)’, marking a new phase in the full lifecycle management of power batteries used in new energy vehicles. The new regulations clearly assign primary responsibility for battery recycling to vehicle manufacturers, requiring them to establish collection service points and collaborate with qualified recycling enterprises to ensure safe and environmentally sound handling of end-of-life batteries. The policy also encourages ‘cascade utilization’—repurposing retired batteries that still hold usable capacity for applications such as energy storage or low-speed electric vehicles after testing and reconfiguration—to extend their service life. Batteries beyond reuse must be handed over to certified enterprises for material recovery or harmless disposal. Additionally, the rules emphasize building a traceability system, mandating that data across the entire chain—from production and sales to recycling—be recorded on a digital ledger to ensure transparency and accountability. This move not only helps alleviate resource scarcity and environmental pollution but also promotes the standardized and scaled development of the battery recycling industry, supporting China’s broader carbon peaking and carbon neutrality goals.

近日,国家相关部门发布了《新能源汽车废旧动力电池回收利用管理办法(试行)》,标志着我国对新能源汽车动力电池全生命周期管理迈入新阶段。新规明确要求车企承担电池回收的主体责任,建立回收服务网点,并与专业回收企业合作,确保废旧电池安全、环保地处理。同时,鼓励梯次利用,即对仍有使用价值的退役电池进行检测、重组后用于储能、低速电动车等场景,延长其使用寿命。对于无法再利用的电池,则须交由具备资质的企业进行再生利用或无害化处置。新规还强调信息追溯体系建设,要求从生产、销售到回收全过程数据上链,实现来源可查、去向可追。此举不仅有助于缓解资源短缺和环境污染压力,也将推动动力电池回收产业规范化、规模化发展,为我国‘双碳’目标提供支撑。
