Recently, relevant authorities in Chengdu responded to concerns regarding ‘huo san lun’—motorized three-wheel vehicles—stating clearly that they ‘should not be simply classified as illegal operations.’ This statement has drawn widespread attention.‘Huo san lun’ are small motorized three-wheelers commonly seen in Chengdu and surrounding areas, often used for short-distance passenger transport or cargo delivery. Due to their flexibility, convenience, and low cost, they are especially popular in urban-rural fringe zones and older neighborhoods. However, as most lack formal operating permits, they have long been targeted as unlicensed ‘black vehicles’ by some enforcement agencies.Chengdu’s transportation authorities emphasized that, given the practical role these vehicles play in solving the ‘last-mile’ mobility challenge and serving low-income residents and the elderly, a more nuanced approach of ‘combining regulation with accommodation and implementing category-based management’ is needed, rather than blanket prohibition. Officials suggest measures such as registration, driver behavior standards, and designated operating zones to guide their lawful and orderly operation. This shift reflects a move in urban governance from strict control toward smart, inclusive management—balancing traffic safety and public order with social equity and民生 needs. Chengdu may soon pilot refined regulatory frameworks for non-standard vehicles, offering a potential model for other cities.
