Recently, the Office of the National Committee for Disaster Prevention, Mitigation, and Relief (commonly referred to as the ‘National Disaster Relief Office’) dispatched a working group to Henan Province in response to heavy rainfall affecting certain areas and the potential risk of flooding.The mission of this team is to guide and support local authorities in flood control, emergency rescue, evacuation of residents, and post-disaster relief efforts, with the primary goal of safeguarding people’s lives and property to the greatest extent possible. Led by the Ministry of Emergency Management, the group includes experts from multiple agencies such as water resources, meteorology, and natural resources. They will conduct on-site assessments of flood conditions, hazards, and damage; evaluate disaster risks; coordinate the deployment of rescue personnel and supplies; and ensure local governments fulfill their flood-prevention responsibilities.Particular attention will be paid to high-risk zones prone to flash floods and geological hazards, as well as vulnerable infrastructure like small-to-medium rivers and reservoirs, to enable early detection and timely mitigation of risks. This swift response reflects the central government’s strong commitment to disaster resilience amid increasingly frequent extreme weather events and underscores the principle of ‘people first, life first’ in China’s emergency management framework. Through coordinated action between national and local levels, an efficient disaster response mechanism is being reinforced to enhance community-level preparedness and strengthen overall safety defenses.
