The ’15th Five-Year Plan’ period (2026–2030) represents a critical phase in China’s new journey toward building a modern socialist country in all respects. Ensuring a strong start to this period is vital for achieving the nation’s second centenary goal. As China transitions from high-speed growth to high-quality development, it must adhere to the new development philosophy and balance development with security. The focus will be on accelerating the creation of a new development pattern featuring domestic circulation as the mainstay, supported by robust international circulation. Priority areas include technological innovation, industrial upgrading, green and low-carbon transformation, coordinated regional development, and improvements in people’s livelihoods. Deepening reform and opening-up will strengthen endogenous drivers of growth. At the same time, China must effectively prevent and mitigate various risks and enhance the modernization of its national governance system and capacity. Local governments and relevant departments must formulate sound plans and implement targeted policies to ensure the effective execution of central government directives, laying a solid foundation for high-quality development during the 15th Five-Year Plan period.
“十五五”时期（2026—2030年）是我国全面建设社会主义现代化国家新征程的关键阶段。确保“十五五”开好局、起好步，对于实现第二个百年奋斗目标具有重要意义。当前，我国经济已由高速增长阶段转向高质量发展阶段，必须坚持新发展理念，统筹发展和安全，加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局。要聚焦科技创新、产业升级、绿色低碳转型、区域协调发展和民生改善等重点领域，深化改革开放，增强发展内生动力。同时，要有效防范化解各类风险挑战，提升国家治理体系和治理能力现代化水平。各地各部门需科学谋划、精准施策，把党中央决策部署落到实处，为“十五五”高质量发展奠定坚实基础。
