学者:乌克兰要尽快选出新总统

Recently, international relations scholars have urged Ukraine to hold a presidential election as soon as possible to ensure political stability and the continuity of its democratic institutions. Currently, Ukraine remains in an active conflict with Russia, and the presidential election originally scheduled for March 2024 was postponed due to martial law. Under Ukraine’s constitution, nationwide elections cannot be held during a state of martial law. However, some scholars argue that prolonged postponement could undermine the government’s legitimacy and erode public confidence in the democratic process.Experts emphasize that despite severe security challenges, special electoral mechanisms—such as overseas voting, electronic voting, or phased polling—could be implemented to safeguard citizens’ right to vote. Moreover, establishing a clear election timeline would help stabilize investor confidence domestically and internationally and reinforce Ukraine’s image as a democratic nation. A newly elected government would also be better positioned to advance critical agendas such as post-war reconstruction and EU accession.Nevertheless, critics caution that holding elections amid ongoing hostilities could deepen societal divisions and present significant logistical hurdles. Thus, striking a balance between ensuring security and upholding democratic norms remains a key political challenge for Ukraine.
