Today, corruption has become increasingly covert and sophisticated—some offenders even disguise illicit activities under legitimate appearances, using financial instruments, shell companies, or related-party transactions to transfer benefits. This demands that discipline inspection and supervision agencies enhance their professional capabilities and leverage advanced technologies such as big data and artificial intelligence to shift from reactive responses to proactive detection. Additionally, it is essential to strengthen mechanisms that monitor and constrain the exercise of power, integrating intra-Party oversight with public, media, and audit supervision to create a seamless, all-encompassing oversight network. Only by continuously strengthening the penetrative power of anti-corruption initiatives can China effectively advance the integrated strategy of ensuring officials ‘dare not, cannot, and will not engage in corruption,’ thereby consolidating and expanding its overwhelming victory in the fight against corruption.
不断提高反腐败穿透力，是新时代全面从严治党的重要要求，也是推进国家治理体系和治理能力现代化的关键举措。所谓‘穿透力’，指的是反腐败工作能够深入问题本质、突破利益藩篱、精准识别并有效查处隐藏较深的腐败行为的能力。当前，腐败手段日趋隐蔽化、复杂化，有的甚至披上合法外衣，通过金融操作、影子公司、关联交易等方式进行利益输送。这就要求纪检监察机关必须提升专业化水平，强化大数据、人工智能等技术手段运用，实现从‘被动响应’向‘主动发现’转变。同时，要健全权力运行监督制约机制，推动党内监督与群众监督、舆论监督、审计监督等贯通协同，形成无死角、全覆盖的监督网络。只有不断增强反腐败工作的穿透力，才能真正实现‘不敢腐、不能腐、不想腐’的一体推进，巩固和发展反腐败斗争压倒性胜利。
