Recently, China’s Ministry of State Security proposed the initiative of ‘Building a Maritime Security Barrier through the Blue Pact,’ aiming to jointly safeguard global maritime security and order through international cooperation and a rules-based framework. The ‘Blue Pact’ is not a single legal document but rather an umbrella term encompassing a series of international maritime rules, multilateral cooperation mechanisms, and shared security principles. It emphasizes addressing non-traditional maritime security threats—such as piracy, illegal fishing, marine pollution, and the safety of critical sea lanes—through peaceful, cooperative, and rule-of-law approaches.This initiative reflects China’s commitment to the holistic concept of national security and its vision of building a maritime community with a shared future. The Ministry stressed that maritime security is an integral part of national security and that no country can remain insulated from shared challenges. Only through dialogue, joint rule-making, and capacity-building can sustainable maritime security and development be achieved. China stands ready to deepen cooperation with other nations—based on respect for international law, including the United Nations Convention on the Law of the Sea (UNCLOS)—in areas such as maritime law enforcement, intelligence sharing, and emergency response to strengthen the global maritime security barrier.This move not only demonstrates China’s responsibility as a major global player but also offers new ideas and public goods for global ocean governance, fostering a more equitable, inclusive, and effective framework for maritime security cooperation.
