本轮寒潮不及2008年为何却更需警惕

Recently, many regions across China have been hit by a severe cold wave. Although meteorological authorities note that this cold snap is less intense and shorter in duration than the historic 2008 low-temperature, snow, and ice disaster, experts stress that it warrants even greater vigilance today. There are three main reasons: First, modern society is more dependent on interconnected infrastructure—such as power grids, transportation, and communication networks—so localized damage can trigger cascading failures. Second, climate change has intensified in recent years, making extreme weather events more frequent and unpredictable; the public may underestimate risks due to ‘memory bias’ from past experiences. Third, rapid urbanization since 2008 has concentrated populations and economic activity in urban clusters, meaning cold waves now affect broader areas and have deeper socioeconomic impacts. Additionally, with the Spring Festival travel rush and Lunar New Year approaching, dense population movement places higher demands on transport and energy systems. Therefore, despite its relatively milder intensity, this cold wave poses significant societal risks that must not be overlooked. Enhanced early warning, emergency response, and coordinated preparedness are essential to mitigate potential disruptions.

近期,我国多地遭遇强寒潮天气,尽管气象部门指出本轮寒潮的强度和持续时间不及2008年那场历史罕见的低温雨雪冰冻灾害,但专家仍强调当前更需高度警惕。原因主要有三:首先,当前社会对极端天气的依赖度更高,电力、交通、通信等基础设施高度互联,一旦局部受损,可能引发连锁反应;其次,近年来气候变化加剧,极端天气事件频发且难以预测,公众容易因‘记忆偏差’低估风险;第三,2008年后城市化加速,大量人口和经济活动集中在城市群,寒潮对民生和经济的影响范围更广、程度更深。此外,当前正值春运及春节临近,人员流动密集,对交通、能源保障提出更高要求。因此,尽管寒潮强度较弱,但其潜在社会影响不容小觑,必须加强预警、应急和协同应对机制,防患于未然。
