Second, grassroots agricultural extension services remain underdeveloped, failing to provide adequate guidance on proper pesticide use. Third, traceability systems for agricultural products are still incomplete, making it difficult to identify sources and assign accountability when violations occur. Finally, regulatory enforcement suffers from gaps—insufficient sampling coverage and lenient penalties fail to deter misconduct effectively. Illegally using toxic pesticides endangers consumer health, harms the environment, jeopardizes export trade, and undermines sustainable agriculture. Therefore, it is urgent to strengthen legal education, improve technical support, enhance product traceability, and enforce stricter penalties to safeguard food safety at its source.
