Recently, the Chinese Football Association (CFA) announced plans to implement a ‘blacklist’ system for football fans, aiming to regulate spectator behavior and maintain order at matches. Under this system, fans who engage in serious misconduct—such as verbally abusing referees, throwing objects, inciting violence, or displaying racist behavior—will be recorded and may face penalties including stadium bans and restrictions on participating in football-related activities. This move is seen as a crucial step toward fostering a healthier football culture and improving the matchday environment in Chinese leagues. The CFA stated that blacklist information will be shared with public security authorities, ticketing platforms, and clubs to establish a coordinated enforcement mechanism, preventing offenders from circumventing penalties by using alternative identities or ticketing channels. The system will also include appeal and review procedures to protect fans’ legitimate rights. Beyond deterring extreme fan behavior, the initiative provides institutional support for creating a civilized, safe, and orderly atmosphere at matches. In recent years, as interest in the Chinese Super League has grown, incidents of unsportsmanlike conduct have increasingly tarnished the sport’s image in China. The introduction of the blacklist system not only aligns with international best practices but also reflects the CFA’s commitment to modernizing football governance in the country.
