事关预制菜国家标准 官方征求意见

Recently, China’s State Administration for Market Regulation has released a draft of the ‘Review Guidelines for Production Licensing of Pre-prepared Meals’ for public comment, marking the imminent introduction of the country’s first national standard for pre-prepared meals. The draft aims to standardize key aspects such as definitions, classifications, production requirements, and labeling of pre-prepared meals, defining them as ‘foods that have undergone preliminary processing and/or cooking, can be stored and transported under ambient, refrigerated, or frozen conditions, and require simple reheating or minimal cooking before consumption.’ It places strong emphasis on food safety and quality control, requiring manufacturers to possess appropriate production licenses, standardized processes, and testing capabilities. Specific provisions are also included regarding the use of additives and mandatory nutritional labeling. This move responds to growing consumer concerns about the safety, transparency, and quality of pre-prepared meals, aiming to transition the industry from unregulated expansion toward standardized development. As the market for pre-prepared meals continues to grow rapidly, establishing unified national standards will not only protect consumer rights but also enhance the overall standardization and global competitiveness of the entire supply chain.
