China’s commitment to maintaining a red line of 1.865 billion mu (approximately 124 million hectares) of arable land is a critical measure to ensure national food security, ecological stability, and sustainable development. This target, established in the National Spatial Planning Outline (2021–2035), mandates that the country must retain at least 1.865 billion mu of farmland by 2035. As the foundation for grain production, the quantity and quality of arable land directly affect food availability for China’s population of 1.4 billion. In recent years, rapid urbanization and industrialization have placed immense pressure on farmland through encroachment, fragmentation, and soil degradation. To counter these challenges, China has implemented strict land-use controls, enforced a balance between land occupied and reclaimed, promoted high-standard farmland construction, and cracked down on the conversion of farmland to non-agricultural or non-grain uses. Advanced technologies such as satellite remote sensing and big data are also being leveraged for real-time monitoring and improved regulatory oversight. Upholding this red line is not only a responsibility to future generations but also a cornerstone for rural revitalization and agricultural modernization.
