As a national priority city for IC development, Shanghai hosts leading enterprises such as SMIC, Hua Hong Group, and Will Semiconductor, forming a complete industrial chain covering chip design, manufacturing, packaging, testing, and equipment and materials. In 2023, the city not only achieved continuous breakthroughs in production capacity and technology but also accelerated its expansion into emerging fields like AI chips and automotive-grade semiconductors, driving the industry toward high-end and intelligent development. Furthermore, through innovation hubs such as Zhangjiang Science City and the Lingang Special Area, Shanghai has continuously improved its policy environment to attract global talent and capital, fueling robust growth. Looking ahead, Shanghai aims to strengthen core technology research, enhance supply chain autonomy, and achieve an IC industry scale exceeding RMB 700 billion by 2025, providing solid support for the high-quality development of China’s semiconductor industry.
