In August 2024, Xi Jinping, General Secretary of the Communist Party of China (CPC) Central Committee and President of the People’s Republic of China, sent a congratulatory message to To Lam on his election as General Secretary of the Communist Party of Vietnam (CPV) Central Committee. In his message, Xi noted that China and Vietnam are socialist neighbors linked by mountains and rivers, sharing profound traditional friendship and common ideals. In recent years, under the strategic guidance of the leaders of both parties and countries, the China-Vietnam comprehensive strategic cooperative partnership has deepened continuously, yielding fruitful practical cooperation across various fields that tangibly benefits both peoples. Xi emphasized that China stands ready to work with Vietnam to uphold the principles of ‘long-term stability, future orientation, good-neighborly friendship, and comprehensive cooperation,’ and jointly advance the building of a China-Vietnam community with a shared future of strategic significance, contributing more to regional peace, stability, development, and prosperity. To Lam’s election signifies a smooth leadership transition within the CPV and reflects the Party’s firm commitment to socialism and its reform (Đổi Mới) agenda. China highly commends this development and looks forward to elevating bilateral relations to new heights under the new CPV leadership.
