Recently, rumors circulated online claiming that ‘Shenzhen will implement 12-year compulsory education,’ sparking widespread attention. In response, the Shenzhen Municipal Education Bureau clearly stated that this claim is false. Currently, China implements a nine-year compulsory education system (six years of primary school plus three years of junior high school). Senior high school education—including both academic and vocational tracks—remains outside the scope of compulsory education. Although Shenzhen, as a leading first-tier city, has made significant investments in education and resources, extending compulsory education requires national-level legal amendments, fiscal guarantees, and coordinated resource allocation—issues that local governments cannot decide unilaterally. In recent years, Shenzhen has indeed been promoting greater access to senior high school education—for example, by expanding public high school enrollment and improving vocational education quality—but this does not equate to implementing 12-year compulsory education. Proposals for such an extension have so far only appeared as suggestions from some deputies or committee members and have not been included in the national policy agenda. The public should therefore treat online rumors rationally and rely on official sources for accurate information.
