This concept primarily refers to a new generation of space infrastructure centered on low-Earth orbit (LEO) satellite internet, space-based information systems, and integrated space-ground communication networks. According to Xu, this sector is poised to develop into a trillion-yuan market within the next decade, supporting not only traditional aerospace applications like remote sensing, navigation, and communications but also empowering emerging industries such as autonomous driving, the Internet of Things (IoT), and smart cities. As a leading Chinese commercial space company, GalaxySpace has successfully launched multiple LEO broadband communication satellites and is actively building an independently controlled satellite internet constellation. Xu emphasizes that space-based new infrastructure is not merely a technological race but a critical component of national digital strategy, requiring coordinated efforts in policy support, capital investment, and industrial chain collaboration to transition from ‘catching up’ to ‘keeping pace’—and ultimately to ‘taking the lead.’
