Recently, international relations experts have noted that Canada is seeking to unite a group of middle powers to jointly counter global hegemonism. This strategic move is seen as a significant step for Canada to reposition itself within an increasingly multipolar world order. Analysts suggest that, amid intensifying great-power competition and global instability, Canada aims to strengthen cooperation with influential middle powers such as Australia, South Korea, India, and Germany—countries with substantial economic and diplomatic clout—to form a ‘coalition of middle powers’ grounded in rules-based multilateralism and democratic values. This coalition is not intended as a military alliance but rather focuses on non-traditional security issues including trade, climate change, technology governance, and human rights. Its goal is to uphold the UN-centered international system and serve as a check against unilateralism and power politics. Canada’s Foreign Minister has previously stated that ‘middle powers play a crucial bridging role in global governance.’ The initiative is also interpreted as a modest complement—or even alternative—to U.S.-led dominance, reflecting efforts by mid-sized nations to amplify their voice in global affairs. However, experts caution that differences in interests and positions among these middle powers may pose challenges to forming a cohesive and effective coalition.
