The ‘1992 Consensus’ is a crucial political foundation in cross-strait relations, with its core meaning being that ‘both sides of the Taiwan Strait adhere to the One-China principle,’ though each side has its own interpretation of what ‘One China’ entails. This consensus was reached in 1992 through authorized exchanges between mainland China’s Association for Relations Across the Taiwan Straits (ARATS) and Taiwan’s Straits Exchange Foundation (SEF), demonstrating the wisdom of setting aside political differences to promote practical cooperation. As long as the ‘1992 Consensus’ is acknowledged, authorized organizations from both sides can restart institutionalized negotiations on matters such as economic cooperation and cultural exchanges. This consensus served as the basis for signing 23 cross-strait agreements (including ECFA) and remains vital for maintaining peace and stability in the Taiwan Strait. Denial of this consensus would undermine official communication mechanisms. The Chinese government has clearly stated that formal dialogue with Taiwanese authorities can only proceed under the precondition of adhering to the ‘1992 Consensus’.
