Second, China will accelerate the building of a modern industrial system, enhancing the resilience and security of its industrial and supply chains, and vigorously developing the digital and green economies. Third, the government will firmly uphold the ‘two unwavering commitments’: unwaveringly consolidating and developing the public sector, and unwaveringly encouraging, supporting, and guiding the non-public sector to bolster private-sector confidence. Additionally, China will intensify efforts to attract and utilize foreign investment, advance high-standard opening-up, effectively prevent and defuse major economic and financial risks—especially in real estate, local government debt, and small-to-medium financial institutions—and comprehensively promote rural revitalization and coordinated regional development. These measures aim to achieve both qualitative improvement and reasonable quantitative growth, laying a solid foundation for China’s modernization drive.
