Recently, the Ningxia Hui Autonomous Region has launched a special campaign to address public complaints about disruptive ‘power-walking groups.’ These groups, typically composed of middle-aged and elderly individuals, often occupy motor vehicle lanes, bike paths, or sidewalks during early mornings or evenings, playing loud music or chants through portable speakers. Their activities frequently disrupt traffic flow and disturb nearby residents. Some groups lack proper organization, engaging in dangerous behaviors such as running red lights, walking against traffic, or blocking roads—leading to traffic accidents and neighborhood conflicts.In response, local authorities—including police, urban management officers, and neighborhood committees—have initiated joint enforcement efforts. Measures include public education, designating specific activity zones, limiting sound volume, and regulating permitted hours. For instance, Yinchuan City has banned large-scale group walks on major roads and near schools or hospitals, requiring such groups to register with local authorities and appoint safety coordinators. Meanwhile, communities are encouraged to provide dedicated fitness spaces to promote safe and civilized exercise habits.The campaign is not intended to restrict citizens’ right to physical activity but rather to ensure that public health pursuits respect traffic safety and the rights of others. Officials stated they will continue improving public fitness infrastructure to harmonize mass exercise initiatives with urban governance.
近期，宁夏回族自治区针对群众反映强烈的‘暴走团’扰民问题开展专项整治行动。所谓‘暴走团’，是指一些中老年人组成的集体健步走队伍，常在清晨或傍晚时段占据机动车道、非机动车道甚至人行道，伴随高分贝音响播放音乐或口号，严重影响交通秩序和居民生活。部分团队缺乏组织规范，存在闯红灯、逆行、阻塞道路等行为，引发多起交通事故和邻里纠纷。对此，宁夏多地公安、城管、街道办等部门联合执法，通过宣传教育、划定活动区域、限制音量、规范时间等方式进行引导和管理。例如，银川市明确禁止在主干道及学校、医院周边组织大规模聚集性健步走活动，并要求团队备案登记、配备安全员。同时，鼓励社区提供专用健身场地，引导群众科学、文明锻炼。此次整治并非限制群众健身权利，而是倡导在保障公共安全与他人权益的前提下开展健康活动。相关部门表示，将持续完善公共健身设施，推动全民健身与城市治理协调发展。
