Recent reports suggest that Suning Duty Free (formerly known as Shilla Duty Free China, commonly referred to as ‘Rishang’) may officially exit its duty-free operations at Shanghai’s airports—a move that, if finalized, would mark a significant shift in China’s duty-free retail landscape. Since its establishment in 1999, Rishang has been the dominant duty-free operator at both Shanghai Pudong and Hongqiao International Airports, leveraging strong supply chains, extensive international brand partnerships, and efficient operations. However, in recent years, domestic giants like China Duty Free Group (CDFG) have rapidly expanded under favorable government policies, securing exclusive operating rights at key ports of entry. By 2023, CDFG had already taken over the actual management of Shanghai airport duty-free stores. Although Rishang may still retain nominal equity or a cooperative role, its real influence has significantly diminished. If this exit becomes official, it will not only signal the retreat of a foreign-backed player from China’s critical aviation hubs but also reflect the state’s strategic consolidation of duty-free resources. Going forward, China’s duty-free sector is likely to become increasingly dominated by state-owned enterprises, balancing standardization with global competitiveness.
