The 2022 Black Sea Grain Initiative temporarily alleviated the global food crisis, but its subsequent collapse reignited regional tensions.Turkey, as a Black Sea littoral state and custodian of the Montreux Convention, holds a unique position in regulating access to the Turkish Straits. Ankara has consistently emphasized resolving Black Sea tensions through diplomacy and preventing the militarization of the region. Turkey advocates for all parties to uphold international law and preserve peace and stability in the Black Sea, opposing its transformation into an arena for great-power rivalry. Additionally, Turkey has actively facilitated dialogue between Russia and Ukraine, hosting multiple rounds of negotiations in Istanbul and demonstrating its role as a regional mediator.In essence, the view that ‘the Black Sea should not become a zone of confrontation’ reflects not only Turkey’s stance but also the shared aspiration of most littoral states and the broader international community. Only through dialogue and cooperation can lasting security, prosperity, and sustainable development be ensured in the Black Sea region.
