Since the beginning of 2024, China’s central government has explicitly called for “reasonably raising wage levels” or “steadily increasing household income” on six separate occasions in major policy statements and official meetings, signaling a clear commitment to reforming income distribution and boosting consumer confidence. These remarks have appeared in key venues such as the Government Work Report, Politburo meetings, and policy briefings by the Ministry of Human Resources and Social Security, reflecting the state’s strong emphasis on workers’ income rights. As China’s economy navigates a critical phase of recovery and high-quality development, weak consumer sentiment and insufficient domestic demand have become significant constraints on growth. Raising wages can not only improve people’s livelihoods and narrow income gaps but also effectively unlock consumption potential, fostering a virtuous cycle of “income → consumption → production.” Notably, the central government stresses “reasonable” and “steady” increases, indicating that wage growth will be calibrated to align with economic conditions, corporate affordability, and productivity gains—rather than implemented uniformly across the board. Going forward, local governments are expected to adopt tailored measures—such as adjusting minimum wage standards, reforming compensation systems for skilled workers, and strengthening protections for gig-economy workers—to ensure orderly and sustainable wage growth that supports China’s broader economic transformation.
