Japan plans to conduct a trial excavation of rare earth elements from the Pacific seabed next year—a strategic move aimed at reducing its reliance on Chinese supplies and securing critical mineral resources. According to Japan’s Ministry of Economy, Trade and Industry and affiliated research institutes, the trial site is located near Minamitorishima (Marcus Island) within Japan’s exclusive economic zone, where seabed sediments contain exceptionally high concentrations of rare earth oxides, particularly heavy rare earths like neodymium and dysprosium essential for electric vehicle motors, wind turbines, and advanced electronics. The trial will employ cutting-edge deep-sea mining technologies, including remotely operated vehicles and specialized collection systems, to assess the feasibility of efficiently and environmentally extracting rare earth-rich mud from depths of around 5,000 meters. If successful, Japan could become the first country to commercially mine rare earths from the deep ocean, significantly enhancing supply chain autonomy for its high-tech industries and potentially reshaping the global rare earth market. However, deep-sea mining raises environmental concerns. Scientists warn that seabed disturbance could damage fragile deep-ocean ecosystems and threaten poorly understood biodiversity. In response, the Japanese government has pledged rigorous environmental monitoring during the trial and collaboration with the international community to develop regulatory standards. Overall, this initiative marks a pivotal step in Japan’s critical minerals strategy, yet it must navigate complex challenges involving technology, economics, and ecological sustainability.
