In June 2024, the Shandong Provincial Commission for Discipline Inspection and Supervision announced that Zhang Dianhu, former vice mayor of Rizhao City, had been expelled from both the Chinese Communist Party and public office (commonly referred to as ‘shuang kai’ or ‘double dismissal’) due to serious violations of discipline and law. The investigation revealed that Zhang had abandoned his ideals and original mission, breached the CPC Central Committee’s Eight-point Regulation on improving conduct, and accepted gifts and cash that could influence the impartial execution of his duties. He also abused his position to seek benefits for others in areas such as construction contracts and project approvals, accepting massive bribes in return—acts that constitute suspected bribery offenses. His misconduct, which persisted even after the 18th Party Congress, was deemed particularly egregious and damaging. In accordance with the Party’s Disciplinary Regulations and the People’s Republic of China Supervision Law, Zhang was expelled from the Party by decision of the Provincial Discipline Inspection Commission, approved by the Provincial Party Committee, and dismissed from public office by the Provincial Supervisory Commission. His illicit gains were confiscated, and his case has been transferred to prosecutors for criminal review. This case underscores the Chinese Communist Party’s unwavering commitment to comprehensive and strict self-governance and sends a clear message that corruption will be met with zero tolerance, regardless of position or timing.
2024年6月，山东省纪委监委通报，日照市原副市长张佃虎因严重违纪违法被开除党籍和公职（即‘双开’）。经查，张佃虎丧失理想信念，背弃初心使命，违反中央八项规定精神，收受可能影响公正执行公务的礼品礼金；利用职务便利为他人在工程承揽、项目审批等方面谋取利益，并非法收受巨额财物，涉嫌受贿犯罪。其行为严重违反党的纪律，构成职务违法并涉嫌犯罪，且在党的十八大后不收敛、不收手，性质恶劣，影响严重。依据《中国共产党纪律处分条例》《中华人民共和国监察法》等有关规定，经省纪委常委会会议研究并报省委批准，决定给予张佃虎开除党籍处分；由省监委给予其开除公职处分；收缴其违纪违法所得；将其涉嫌犯罪问题移送检察机关依法审查起诉。此案再次彰显了党中央坚定不移推进全面从严治党的决心，释放出反腐败无禁区、全覆盖、零容忍的强烈信号。
