Recently, cyber police in multiple regions have issued warnings: reselling personal information such as phone numbers, ID card numbers, home addresses, and social media accounts constitutes a criminal offense of infringing upon citizens’ personal information. According to Article 253(1) of the Criminal Law of the People’s Republic of China, illegally obtaining, selling, or providing citizens’ personal information—when circumstances are serious—may result in imprisonment of up to three years or criminal detention, with or without a fine; if circumstances are especially severe, the penalty may be three to seven years of imprisonment along with a fine.Cyber police note that some criminals collect users’ data under false pretenses like ‘helping with registration’ or ‘claiming free gifts’ via social media or secondhand trading platforms—and even the dark web—then resell it for profit. Others use automated tools to scrape publicly available data at scale and bundle it for sale to underground networks involved in fraud or spam marketing. Such activities not only violate privacy rights but also facilitate secondary crimes like telecom scams and identity theft.Authorities urge the public not to grant unnecessary permissions to untrusted apps, never share verification codes or photos of ID documents with strangers, and promptly report any suspected illegal trading of personal data to law enforcement. Safeguarding personal information is both a legal obligation and a vital measure of self-protection.
