Recently, incidents of violent enforcement have occurred in some regions, with involved agencies often deflecting responsibility by claiming that ‘the individuals involved were temporary workers.’ This practice not only evades systemic issues but also severely undermines governmental credibility. The status of being a ‘temporary worker’ must never serve as a shield for violent law enforcement.Firstly, regardless of whether enforcement personnel hold formal civil service positions, their actions represent the authority of their affiliated agency, deriving power from public mandate. When misconduct occurs, the employing institution must bear primary responsibility—not shift blame onto individuals, especially vulnerable temporary hires.Secondly, the widespread reliance on temporary staff itself reveals deeper problems such as insufficient staffing quotas and poor management within certain grassroots enforcement systems. Without systemic reforms to hiring practices and oversight mechanisms, merely scapegoating temporary workers will not resolve the root causes of enforcement abuses.More importantly, the public expects fair, civilized, and lawful enforcement. Every time an agency uses ‘temporary worker’ as an excuse, it erodes both the rule of law and public trust. Only by strictly implementing accountability systems and enhancing training, supervision, and disciplinary measures for all enforcement personnel—including temporary staff—can violent enforcement truly be eradicated.Therefore, it must be clear: job status is not a license for impunity; institutional integrity is the true safeguard. All enforcement actions must operate within legal boundaries, and any unlawful conduct must be thoroughly investigated and punished.
