Recently, China’s National Healthcare Security Administration (NHSA) revealed that public hospitals nationwide have refunded approximately RMB 9 billion in patient ‘prepayments.’ These prepayments refer to deposits or advance fees that patients were historically required to pay before hospitalization or major medical procedures. While common in the past, this practice often led to issues such as tied-up patient funds, difficulties in obtaining refunds, and even doctor-patient disputes. To standardize medical billing practices and reduce the financial burden on the public, the NHSA launched a special rectification campaign in 2022, mandating the elimination of unreasonable prepayment requirements and promoting a settlement system primarily based on health insurance reimbursement. To date, over 3,000 public hospitals have completed reforms and collectively refunded nearly RMB 9 billion to patients. This initiative has not only enhanced transparency in healthcare services but also strengthened public trust in the medical system. Going forward, authorities will continue strengthening oversight to prevent disguised prepayment schemes and further advance a fairer, more efficient, and patient-friendly healthcare service model.
