Official data shows Russia’s population stood at around 144 million in 2023—but without immigration, its natural population growth remains negative.Putin’s intense focus on demographics stems from three key concerns: First, population decline directly undermines military recruitment, labor supply, and domestic consumption, weakening both economic and defense capabilities. Third, as a leader with strong nationalist leanings, Putin views population growth as a symbol of national revival and great-power status.To counter this trend, the Russian government has implemented various pro-natalist policies, including ‘maternal capital’ cash incentives, housing subsidies, and extended maternity leave, while also encouraging ethnic Russians abroad to return. However, economic hardship, shifting social attitudes, and uncertainties stemming from the war in Ukraine have limited their effectiveness. Demographics have thus become a structural bottleneck for Russia’s future—and a strategic issue Putin cannot afford to ignore.
