The measures apply to all kindergartens and children aged 3 to 6 enrolled in preschool programs across the country, aiming to establish a unified, dynamic, and traceable enrollment information system.Under these measures, each enrolled child will be assigned a unique enrollment ID upon registration, which is recorded in the National Preschool Education Management Information System. The enrollment record includes basic child and guardian information, enrollment date, kindergarten details, health status, and more. This data automatically transfers when a child changes kindergartens or progresses to primary school, ensuring continuity and integrity.The policy emphasizes that data collection must adhere to principles of legality, necessity, and security, with strict protection of children’s privacy and prohibition against using enrollment data for non-educational purposes. Local education authorities are also required to enhance system infrastructure and staff training to ensure effective implementation.This initiative provides crucial institutional support for advancing equitable, accessible, and high-quality preschool education and lays a solid foundation for seamless transition into compulsory education.
