Recently, Liu Xiaochun, former president of China Zheshang Bank, has emphasized in multiple public forums that the development of China’s digital yuan should not be confined solely to payment functions but must break through existing boundaries to explore broader financial and economic applications. He noted that while current pilot programs for the digital yuan have primarily focused on retail payments and achieved some success, viewing it merely as an electronic substitute for cash limits its potential as a new monetary infrastructure. Liu argued that the digital yuan should be further integrated into core financial areas such as credit, wealth management, cross-border settlements, and even monetary policy transmission. This integration would enhance the efficiency of the financial system, strengthen the central bank’s policy implementation capabilities, and support high-quality development of the digital economy. He also recommended fostering technological innovation and institutional coordination—while ensuring security and privacy—to build an open, interoperable, and scalable digital yuan ecosystem. Only by moving beyond the narrow perspective of a ‘payment tool’ can the strategic value of the digital yuan be fully realized, positioning China at the forefront of global competition in digital currencies.
